Why is the Lagos state govt doing its own things differently? Why do they have to start building a toll gate is already taking months to finish? What is the essence of building a toll gate within a state when you are no leaving that state yet? Is Lekki now a protected province? Well its understandable that the Lagos state govt needs money to finance most of its projects but will increasing taxation in all forms be the ultimate solution. I only see the main aim of this project as being increasing internally generated revenue and I'm guessing when they are finished, the toll fees would probably be the highest in the country.
The Lagos state govt through the Lekki Concession Company Limited has started this project in order to improve traffic on the Lekki expressway and here's a brief of what it's about:

If you are going to Lekki from Ozumba Mbadiwe, you would defnitely get into serious traffic due to the diversion and ongoing reconstruction. I remember spending more than 2 hrs on my recent trip to the Palms last month. I really hope they finish this task soon so as to free up traffic along that route. The project, especially the toll gate construction is not very popular among Lekki residents though as they are already attempts to begin collecting tolls before it is completed.
Lekki Concession Company Limited ("LCC"), an initiative of ARM Group of Companies is a Special Purpose Vehicle set up specifically to execute the Lekki Toll Road Concession Project. This pioneering project is mandated under a 30-year Concession Agreement for the upgrade, expansion and maintenance of approximately 50km of the Lekki-Epe Expressway (Phase I), and construction of approximately 20km of the Coastal Road (Phase II) on the Lekki Peninsular. The project is designed to deliver essential road infrastructure and services along the Lekki Peninsular of Lagos.Lekki Toll Road Concession is a Public Private Partnership (PPP) scheme, and uses the Build-Operate-Transfer (BOT) model of Infrastructure delivery. The Concession is for a period of 30 years, following which the assets will be transferred to Lagos State Government.

I read on the papers today that it is finally finished and traffic is already going smoothly in Lekki. The problem now is the toll fees. What will be the price?
